The OpenAPI spec (`/v1/openapi.json`) and the full LLM context (`/llms-full.txt`) require
authentication.

## Public tier (no auth required)

- `list_countries()` — countries with carrier integrations available.
- `list_carriers_public(country?)` — carriers visible publicly with status.
- `list_capabilities_public(country?, carrier?)` — capabilities per carrier.

## Authentication

API key in `Authorization: Bearer <key>` header. Sign up at https://insur-ai.com/signup.
Anonymous tier: rate-limit 60 req/min per IP.

## Supported countries

AR (others structurally ready, not active yet)

## Languages

en, es (EN primary, ES via Accept-Language header)
